Pastor Lindsay Holloway, CNP
Co-Founder/ Executive Director
Lindsay Holloway lived a life of addiction and incarceration for years. Since being set free from these life-controlling issues, she is driven to shine a light to lead people to Jesus’ transformative love. She has been sharing her testimony and serving in ministry for over 10 years in jails, prisons, schools, recovery programs, and churches. One of her passions is to remove barriers for those coming out of incarceration to have a real second chance. She serves as an advocacy speaker for criminal justice reform policies in multiple nonprofit organizations. She founded TILM in 2016. She lives in Baxter, TN with her husband, Derek, and daughter, Elizabeth. Lindsay is currently completing her Bachelor of Organizational Leadership with Tennessee Technological University and holds her Certified Nonprofit Professional (CNP) industry certification through the Nonprofit Leadership Alliance. She is actively involved on several reentry boards and committees including those which advise the TN Dept of Corrections (TDOC) on reentry matters and best practices.
Niki Payne, A.A.S.
Program Director
Niki has lived in the Upper Cumberland since 1987. First moving to Sparta then Cookeville. She is originally from San Diego California. She moved to TN in hopes of giving her children a better life. During this time, she battled a 28 year addiction and was not able to gain her sobriety until 1999 when she was introduced to Jesus at the Cookeville Rescue Mission. Ms Payne quickly learned the value of helping others walk, often run out of the very darkness she lived in. Niki has been working for over 20 years assisting others to find their own recovery and introducing them to Jesus through her actions. She is trained in many areas of recovery and mental health. Program development/work is a gifting she excels in. Niki lives in Monterey TN with her husband Jon and grandson Quincye.
Tina Ledbetter, CPRS
Senior House Manager II
Tina Ledbetter is from Middle Tennessee and loves her family. She has 3 wonderful children, Alesha, Mackenzie and Lane, as well, she is mother in-law to beautiful Haley. She is also a grandmother to beautiful Alyssa who is the apple of Tina’s eye. She is a firm believer in Jesus Christ and His redemptive power to change lives. In her testimony God is the main Character meeting her right where she was when she came to believe in someone greater than herself. Tina states she believes God does miracles every day as she has seen it first hand in her employment in the ministry at This Is Living Ministries. She loves watching God change lives daily. Tina has worked in a local mental health facility since gaining her own recovery journey and has done well. She is a great example of what happens when we answer the call of God.

Rev. Derek Holloway
Co-Founder/ Spiritual Director
Derek Holloway is an ordained and licensed minister. Because God set him free from a life of addiction and incarceration over 16 years ago, he loves sharing the Word of God through preaching, teaching, and in music. He plays music at churches, prisons, and events. He has also written and recorded his own southern rock Christian music. Derek is the owner of One Son's Carpentry and Woodworking. His business is a ministry too, as it has helped prodigal children learn a trade and more about Jesus. Derek is married to Lindsay Holloway.
Rev. Rob Frazier, MBA, MPS, CNP
Director of Development
Rob is a nonprofit leadership expert with a specialty in the organizational development (OD) of faith-based nonprofit ministries. He is a licensed minister with the Assemblies of God through the TN Ministry Network and the lead pastor of MercyPoint Assembly of God in Jamestown, TN.
In addition to his work with TILM, Rob is the Chief Executive Officer (CEO) of the Signature Media Group, a business consulting and full-service marketing agency and media strategist for Power of Putnam, our local antidrug coalition. He serves on several committees and is the faith-based sector representative for Jackson County, TN facilitating the ongoing discussions of recovery and prevention within the faith-based community of Gainesboro, TN.
Radically delivered from addiction through the Adult & Teen Challenge program, pastor Rob is on a mission to help others find the same freedom from their own life-controlling issues. In 2023, Rob completed his Bachelor of Organizational Leadership with Tennessee Technological University with a concentration in nonprofit leadership. He went on to complete his Master's of Strategic Leadership from the TN Technological University college of graduate studies including a graduate certificate in Strategic Leadership as well as a Master of Business Administration from Western Governor's University. Rob holds several industry certifications including Certified Nonprofit Professional (CNP) through the Nonprofit Leadership Alliance and Certified Nonprofit Exeutive (CNE) through the National Association of Nonprofit Organizations and Executives.
He is now working on his doctorate, a PhD in Organization and Management with Liberty University where he is specializing in the application of Sociotechnical Systems Theory to the organizational development of faith-based nonprofits, churches, and parachurch ministries.
Kendra Martin, CPRS

Kendra is an overcomer of years of severe depression and addiction. She spent many years battling thoughts and attempts of suicide, feeling totally helpless and completely hopeless, which she tried to numb with the use of drugs. She found recovery and reconnected with Jesus in 2019 when her lawyer sent her to a faith-based treatment center. There she discovered her calling and purpose. After finding the hope and peace that can only be found in Christ, sobriety and joy seemed to come easy. That is something she feels the need to share with anyone who will listen. She plans to spend the rest of her life sharing this hope with anyone who is struggling with addiction or mental health. Kendra is a living example that there is life after the darkness of addiction and depression and that God loves to give us life abundantly!

Rose Spagnola
Treasurer of the board
Rose is the owner of two businesses, Alvina Business Services, a full-service bookkeeping practice, and Emerald Rose Productions, aka: The Drone Lady, a commercial videography/photography business in Cookeville. She has served on numerous boards throughout the years as well as helped several non-profits and churches with their books. Rose and her husband were specialized foster parents for 11 years and helped raise over 55 children during that time. They have 4 grown children and 6 grandchildren. Both Rose and her husband are also actively involved in jail ministry through Life Church.
